UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new study of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and land to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise restructuring services and using financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent announced its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be sold under the plan.

Local Levy Rises and Wider Financial Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “There are population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently also found local finances being stretched by the growing number of young people and older individuals needing special educational assistance.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study revealed.
