The Former President's Progressive Warning Overlooks The Continent's Real Threat: Technological Stagnation.

The recent US security policy document offers a misguided view of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies pose an existential threat to the continent's identity. However, this perspective rests on a serious misinterpretation of the situation. The actual challenge confronting the EU is not cultural but technological and economic lag.

A Glaring Economic Divide Between Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, American economic output surged by 87%, compared to a paltry 13.5% increase for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just half of the US level. Remarkably, even Mississippi now has a greater average income than major European economies like France and Italy.

Today, about 50% of the world’s top fifty tech companies are American, while only four are European.

The Technological Deficit: The Core Question

This widening economic gap is driven by stronger efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into companies valued at over ten billion dollars, versus just 14 in the European continent.

This gap raises a vital issue: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Most analysts agree it is essentially a two-horse race involving the United States and China, with European nations entering at a significant disadvantage.

Root Causes of Europe's Technological Lag

A number of key factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic network for financing new ventures. The EU still lacks a genuine unified investment market, a factor that caps the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A US startup can introduce a product under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population, is divided among 27 different national systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was historically viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, there are reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Key analyses on EU competitiveness and the single market point to the necessity of major reforms.

With the right incentives and regulatory reforms, Europe's strengths might enable far greater degrees of business-led breakthroughs.

Europe still possesses significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a surge of venture creation.

Crucially, even if Europe does not become the leader in creating cutting-edge tech, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. But, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
